The National Confidential Forum (NCF) was one of the first national initiatives for adults who experienced institutional care.

Since it was established there have been a number of developments relevant to the experience of institutional care.

These include The Scottish Child Abuse Inquiry, Future Pathways and the proposed Financial Redress Scheme, all of which are supported by the Scottish Government.

The recent consultation about bringing forward new Scottish legislation on Financial Redress explained that the legislation which established the National Confidential Forum is intended to be repealed.

If this legislation is to be repealed, this would mean the closure of the NCF. However, as the consultation paper reflects, the intention would be to acknowledge the harm suffered as a result of the childhood abuse in care as part of a new Financial Redress Scheme.

The end date for the NCF is not yet known and a further update will be provided when more information is available. 

We are currently anticipating that the last available hearing dates for any participants wishing to share their experiences will not be before late Autumn of 2020 but this is not definitive.

Staff and Forum members need time to complete both statutory and administrative functions in relation to participants’ testimonies from their hearings, write reports and make recommendations, and produce NCF’s contribution to the Public Record.

When we have more information about timescales, including the final date for hearings we will provide a further update.

The Forum continues in the meantime to be fully operational and we remain committed to encouraging enquiries from individuals or other referral agencies and arranging hearing dates in order for participants to share their experiences of childhood institutional care in Scotland.  

During the Covid-19 crisis, we will continue to offer hearings in writing as usual but now we can also offer hearings by teleconference.

By May 2020 we anticipate having the facilities to offer hearings by video call and we will continue to offer hearings in this way for the foreseeable future.
